क्या रैली से संगठन के भीतर उठते सवाल दब पायेंगे

वीरभद्र सरकार के सत्ता में चार वर्ष पूरे होने के अवसर पर कांग्रेस पार्टी और सरकार धर्मशाला में एक रैली आयोजित करने जा रहे हैं जिसे पार्टी के राष्ट्रीय उपाध्यक्ष राहूल गांधी संबोधित करेंगे। पिछले दिनों जब मण्डी में भाजपा ने प्रधानमंत्री मोदी के आगमन पर रैली आयोजित की थी उसे वीरभद्र सहित पूरी कांगे्रस ने फ्रलाप करार दिया था और दावा किया था कि सरकार के चार वर्ष पूरे होने पर मण्डी के इसी मैदान में इससे ज्यादा भीड़ जुटाकर अपनी ताकत का सफल प्रदर्शन करेंगे। अब कांग्रेस की यह रैली मंडी में न होकर धर्मशाला में होने जा रही है। रैली का स्थल मण्डी से धर्मशाला क्यों बदला गया इसको लेकर कई तरह की चर्चाएं हैं। इस समय जिस परिदृश्य में कांग्रेस की यह रैली होने जा रही है यदि उस पर एक निष्पक्ष नजर दौडाई जाये तो जो सवाल उभकर सामने आते हंै उन पर विचार किया जाना आवश्यक होगा।
पहला सवाल यह सामने आता है कि अभी कुछ समय पूर्व ही यह तथ्य सामने आया कि प्रदेश कांग्रेस की तिजोरी खाली हो चुकी है। अपनेे खर्चे चलाने के लिये पार्टी अपनी कुछ संपत्तियों को किराये पर देने जा रही है। पार्टी की सरकार प्रदेश में पिछले चार वर्षों से सत्ता में है। सत्तारूढ़ पार्टी को अपनी त्तिजोरी चार वर्ष के शासन के बाद भी खाली हो तो यह संगठन और सरकार के बीच तालमल की स्थिति का स्वतः प्रमाण बन जाता है। दूसरा सवाल है कि पिछले दिनों पार्टी के ही कुछ लोगों ने वीरभद्र ब्रिगेड का गठन किया। जब इस ब्रिगेड को समान्तर संगठन की संज्ञा दी गयी तो इसे तुरन्त भंग कर दिया गया। ब्रिगेड खड़ा करने में महत्वपूर्ण भूमिका निभाने वाले नेताओं से जवाब तलबी तक की गयी। ब्रिगेड के अध्यक्ष को पार्टी से निकालने तक की कारवाईे हो गयी। लेकिन इस कारवाई के बाद ब्रिगेड से जुडे़ लोेगों ने थोडे समय बाद ही इस ब्रिगेड़ को थोडे़ से बदलाव के साथ एक एनजीओ के रूप में पंजीेकृत करवा लिया। यही नही ब्रिगेड के अध्यक्ष को ही एनजीओ का अध्यक्ष बनसया गया है और इस अध्यक्ष बलदेव टाकुर ने पार्टी से निष्कासन को लेकर पार्टी के प्रदेश अध्यक्ष सुक्खु के खिलाफ कुल्लु की एक अदालत में मामला दायर कर रखा है। ब्रिगेड से एनजीओ बने इस ग्रुप को वीरभद्र और विक्रमादित्य का पूरा समर्थन हासिल है। तीसरा महत्वपूर्ण सवाल है कि पार्टी नेे कुछ संगठनात्मक जिलेे सृजित किये हंै लेकिन इन जिलों को मुख्यमन्त्री और उनके कई मंत्रीयों का समर्थन हालिस नही है।
चैथा सवाल है कि पिछले दिनों वीरभद्र सिंह ने संगठन में बनाये गये सचिवों के खिलाफ जिस तरह सेे अपनी नाराजगी जगजाहिर की है उसकी प्रतिक्रिया में कुछ सचिवों में सामूहिक रूप से अपने पदों से त्यागपत्रा दे दिया था। इस त्यागपत्र प्रकरण के शांत होने के बाद कुछ जिलाध्यक्षों को हटाया गया और इस हटाने पर गंभीर नकारात्मक प्रतिक्रिया स्वयं मुख्यमन्त्री की ओर से आई है। विधानसभा चुनावों में टिकट आवंटन पर हाईकमान के दखल और प्रभाव के खिलाफ वीरभद्र के बेटे युवा कांग्रेस के अध्यक्ष विक्रमादित्य तीखा रोष प्रकट कर चुके हैं। वह इसमें हाईकमान के दखल के एकदम खिलाफ हैं। आज सरकार में कुछ सेवानिवृत अधिकारियों की अहम पदों पर नियुक्तियां वैसे ही जनता में चर्चा का विषय बन चुकी हैं। इस कड़ी में पांचवा बडा सवाल यह है कि वीरभद्र जिस तरह के मामले सीबीबाई और ईडी में झेल रहे हैं कल जब उनके साये में चुनावों का समाना करना पड़ेगा तो पार्टी को एक बड़ा डिफेंस तैयार रखना पडेगा। पार्टी लोकसभा चुनावों में इन मामलों का असर भोग चुकी है। ऐसे और बहुत सारे मामलें है जो कभी भी उभर सकते हैं। फिर भाजपा अभी चार साल पूरे होने पर सरकार के खिलाफ एक आरोप पत्र राज्यपाल को सौपने जा रही है। यह आरोप पत्र सरकार के खिलाफ एक बड़ा हथियार प्रमाणित होगा ऐसा माना जा रहा है। क्योंकि आरोप पत्र आने से पहले ही जिस तरह की प्रक्रियाएं वीरभद्र की ओर आ रही हैं उससे यही संकेत उभरते हैं।
पार्टी के समर्पित कार्यकर्ता पार्टीे के भीतर की इस स्थिति से बहुत क्षुष्ध हैं। पार्टी के ऐसे कार्यकर्ताओं का रोष कभी भी भड़क सकता है। इसका संकेत एक वरिष्ठ कार्यकर्ता डा. एस पी कत्याल द्वारा कांग्रेस अध्यक्ष सोनिया गांधी को लिखे पत्रा से सामने आ चुके हैं। इस पत्र में कार्यकर्ताओं की पीड़ा जिस ढंग से ब्यान की गयी है। उससे संगठन और सरकार में तालमेल के सारे दावों की हवा निकल जाती है।

कत्याल का पत्र 

Esteemed Madam,

It is a matter of pride for us that a member of Nehru Gandhi lineage has chosen Himachal Pradesh and particularly Shimla for having a permanent residence here. You had been coming to Shimla a number of times to supervise the construction work here which is obvious as well because Smt. Priynka Gandhi Vadra is your daughter. Although these are termed as private visits but you are heading one of the largest political party of the world and Himachal Pradesh is in general a Congress dominated State. Leaders of Congress Party in Himachal Pradesh has steered the party clear of regional, caste, creed and other considerations unlike in other states where Congress has lost its traditional voter sections on one consideration or other. As ordinary members of the party we are just baffled whether it was never considered by you to meet those devoted workers who sacrifice everything to sustain the party in these rural areas and always long for having a glimpse of their leaders?. Even if these poor workers who do not have access and resources to come to Delhi are forgotten, is it not appropriate to meet the senior leaders of the state in the present political scenario of the country and the fact that Himachal Pradesh will be going to the polls next year? Smt.Indira Gandhi and Sh. Rajiv Gandhi made it a point to talk to party people even if they were on holidays and private visits because they considered Congress party as their family and felt happy and comfortable talking to party workers whenever and wherever they got the chance irrespective of their busy schedule. To Sh. Rajiv Gandhi the proximity to the people even cost his life. One of the major factors for the debacle of the party in the last general elections was that our National leaders were not close to and present in the public. This became the advantage of the man who was not even on the National scene and is now Prime Minister of India. The Flagship Programmes of Congress Government which were best in the world were not publicized in the public as they should have been due to absence of our National leaders in the public. The scene is no different even now. National Office Bearers of the congress party who have been assigned the charge of the state visits the state once in two years even when the congress party is not in power in the center. If our leaders will remain in the public and consider that party worker who is in a village and care for him the party does not need Parshant Kishores to plan its strategy and stage manage its shows. If the party which was once a National mass movement becomes a steering committee of few Rajya Sabha members and if it continues to be steered by these leaders only and our National leaders remain behind a thick veil distancing themselves from the dedicated party workers the prospects for 132 years old party and its ideology could not be improved even by a hundreds of Parshant Kishores. Congress party and its leaders have served the country for more than a century and made sacrifices but will all this be allowed to fade away and the party will be managed by business managers? If our National leaders are not visible everyday whom the present generation will look at? There are number of questions in the mind of a loyal dedicated congress worker and there is nobody to answer these questions. Senior leaders with invaluable experience are going to oblivion quietly and young leadership remains directionless. Democratic organizational structure remains derailed and traditional congress voters are either diminishing or are getting attracted to regional outfits. The desire of a congress worker is to have a strong high command with its eyes and ears all over the country and a presence in the masses so that the congress regains its National character again and the country is not submitted to regional and communal forces headed by a dictator. A congress worker desires that leaders of the party be visible, senior leaders are considered with their valuable experience, National leaders visits every nook and corner of the country not in a stage managed shows but to feel the pulse of masses and to know their vows, meet party workers frequently and provide directions and give importance to the local leaders so that the party is revitalized from the present slumber. Indian masses and a dedicated congressman still expects that the Congress leadership will uphold the historical, sacrificial , ideological and National values of the party for which it was known and will again lead the country on its path of progress for betterment of a common man.
